Speaking at the opening of the conference, the Chairman of the Provincial People's Committee emphasized that Quang Binh is located in the North Central region; therefore, Quang Binh is an attractive destination for domestic and foreign investors, an important strategic position on the corridors of economic development; converges many potentials and strengths to develop a diversified and integrated economy, especially tourism development. Quang Binh has a synchronous traffic system including National Highway 1A and North-South expressway which is urgently under construction; Ho Chi Minh road 2 East-West branches, National Highway 12A - the shortest road connecting Vietnam with Laos, Thailand through the pair of international border gates Cha Lo - Na Phau, National Highway 9B connecting Vietnam with Laos through the province Savannakhet, Dong Hoi Railway Station; Dong Hoi airport, Hon La seaport. Along with that, 02 economic zones and 10 industrial parks in the province have favorable geographical positions that meet the needs of industrial development, logistics, renewable energy, business, and trade in services.

Quang Binh also has a coastline of over 116 km with many beautiful beaches; the forest coverage rate is over 68%, ranking 2nd in the country; many historical relics, many famous cultural and spiritual heritages such as legendary Truong Son road, Tam Co cave, Long Dai ferry terminal, the temple of princess Lieu Hanh, etc.  In particular, Quang Binh has Phong Nha - Ke Bang National Park twice recognized by UNESCO as a world natural heritage. Phong Nha - Ke Bang is compared to a huge geological museum that has global value and significance. In addition, Quang Binh tourism also attracts tourists through a series of unique and attractive sports and resort activities in the coastal area with a system of world-class golf courses, attractive and diverse culinary culture, and Bang Mineral Hot Spring is being invested in an eco-tourism and rehabilitation area following the Onsen model (Japan).

Over the years, under the effective leadership, direction, and assistance of the Central Committee, the rising efforts of the Party Committee, the authorities, and the people, and the cooperation and contribution of the business community, Quang Binh has achieved exciting achievements in all fields. In particular, the province always considers planning to have special importance, as a solid legal basis for planning, managing, and operating uniformly throughout the socio-economic development plan, sectors, and fields, as well as effectively mobilizing, allocating, and using the province's resources. Therefore, Quang Binh has made great efforts to complete the task of formulating the provincial planning for the period of 2021 - 2030, with a vision to 2050, and approved by the Prime Minister in Decision No. 377/QD-TTg dated April 12, 2023.

With the theme "Quang Binh getting closer to investors", the conference officially announced and provided basic information on the provincial planning for the period of 2021 - 2030, with a vision to 2050; introduced and promoted the province's potential, advantages, and investment attraction orientation to investors. Through the conference, the province hopes that managers, experts, investors, and businesses can give suggestions and plans to help Quang Binh identify its potential, advantages, opportunities, environment, and differences more clearly when investing in Quang Binh.

The Deputy Prime Minister handed over the Decision on approving the planning of Quang Binh province in the period of 2021 - 2030, with a vision to 2050

At the conference, the Deputy Prime Minister handed over the Prime Minister's Decision No. 377/QD-TTg on approving the Quang Binh provincial plan for the period 2021 - 2030, with a vision to 2050.

The objective of the planning is to ensure rapid and sustainable economic growth on the basis of effectively promoting potentials and advantages, taking advantage of scientific and technological achievements and creative innovation; build Quang Binh into a dynamic economy with a focus on outstanding service and tourism, clean industry, renewable energy, processing, manufacturing, high-tech agriculture. The plan also clearly defines development orientations and priorities including 02 centers of growth driving forces, 03 urban centers, 03 economic corridors, 04 economic development pillars, and 03 strategic breakthroughs; important fields and projects to create a breakthrough and spread for paving the way for the effective construction and implementation of policies to attract resources, implement socio-economic activities, national defense - security, infrastructure development, urban construction, population distribution, land, natural resources, environment, etc.  By 2030, Quang Binh strives to become a fairly well-developed province of the central region. With a vision to 2050, Quang Binh will have a dynamically developing economy of the central region and the whole country.

Also at the conference, domestic and foreign experts and investors delivered speeches appreciating the potential, advantages, and efforts of the leaders of Quang Binh province to attract investment across all sectors that Quang Binh has strengths. Many delegates also expressed interest in investing in some fields such as tourism and resort development; recycled energy; logistics; sustainable tourism and agriculture; investing in tourist routes and industrial parks; upgrading and expanding the transport route from Cha Lo border gate to Hon La port; building a dry port at Cha Lo…; at the same time, it is proposed that Quang Binh province have mechanisms and policies for goods to be traded smoothly through the border gate; supporting container shipping lines and opening routes to Hon La; synchronous planning of logistics centers in industrial parks and economic zones, etc.

Speaking at the conference; the Deputy Prime Minister emphasized that planning plays a very important role; and determines thinking, vision, scenarios, plans, and organization of development space. The planning also creates new opportunities, production capacity, and new values for each region and locality during the planning period. Quang Binh province has paid great attention, focused on doing well, taking the lead in planning, and is the 9th province in the whole country to be approved by the Prime Minister. This is the basis for Quang Binh to continue implementing strategic development orientations, closely linking with other provinces in the region; at the same time, linking the provincial planning to ensure consistency with the national planning.

In the coming time, the Deputy Prime Minister requested Quang Binh province to focus on implementing the Quang Binh provincial master plan for the period of 2021 - 2030, with a vision to 2050 in association with the provincial and central resolutions; promoting breakthroughs with 04 development pillars, 03 urban centers, 03 economic corridors, 02 centers of growth driving forces and 03 strategic breakthroughs; at the same time strengthening the management and supervision of the implementation of the planning; continuing to reduce procedures and costs to create conditions for businesses to invest in Quang Binh, attracting and retaining businesses; identifying tourism as a spearhead economic sector and develop to become a major tourist center of Vietnam and Southeast Asia.

Awarding a Memorandum of Understanding on investment cooperation 

Within the framework of the conference, under the witness of central leaders, ministries, branches and delegates, the Secretary of the Provincial Party Committee and the Chairman of the Provincial People's Committee awarded a Memorandum of Understanding on investment cooperation to 29 investors in the region. 32 projects and areas to invest with a total registered capital of 112,165 billion VND (equivalent to 05 billion USD). In which, there are 03 projects in the field of infrastructure with a total capital of 11,668 billion VND; 05 projects in the field of sport-tourism with a total capital of 3,320 billion VND; 06 projects in the field of industry, energy, and assets with a total capital of 64,206 billion VND; 01 project in the field of agriculture with a total capital of 401 billion VND; 17 areas investors are interested in investing in real estate with a total capital of 32,570 billion VND.

At the same time, at the conference, the Hanoi Department of Tourism and the Quang Binh Department of Tourism also awarded an agreement on cooperation in tourism development between the two localities in the period of 2023 - 2030; Quang Binh Tourism Promotion Information Center and UNESCO Hanoi Travel Club awarded a cooperation agreement between the two agencies.

Speaking at the closing of the conference, the Secretary of the Provincial Party Committee emphasized that the approved Quang Binh provincial planning has opened up new visions and new opportunities for the future development of the province; attracted resources; implemented socio-economic, national defense-security activities; developed infrastructure, urban construction, population distribution, land, natural resources, environment, etc. This is a solid legal basis for the province to gradually realize the goal of building Quang Binh into a dynamic economy of the Central region.

On behalf of the provincial leaders, the Secretary of the Provincial Party Committee thanked and seriously absorbed the comments and instructions of the Deputy Prime Minister, thereby there would have directions of the effective implementation to continue building Quang Binh province to increasingly developed as the goals and orientations approved in the planning. He also thanked the comments of experts, corporations, and businesses who have analyzed and positively evaluated the comparative advantage and business investment environment of Quang Binh province. In addition to the potential and efforts of the province, Quang Binh wishes to continue to receive the attention and support of leaders of the Party and State; the effective support and assistance of ministries, central agencies, and branches, provinces, and cities throughout the country; the joint effort and companionship of businesses and entrepreneurs in the process of the synchronous and effective implementation of the provincial planning.
